Dragon 32 ROM Fault

Hi,
I'm trying to get this dragon back to working glory and I've traced the fault to chip IC18. Is this the basic rom chip? Can I just download the basic file from xroar and program it onto a 27C128 with an adapter to emulate 2532 ?
