CAS/WAV <-> plain text converter?

Exist there somewhere a converter that can convert WAV vom dragon to plain text file and back?
... too many ideas and too little time ... Related stuff written in Python:

Is the file ASCII BASIC? You can do that with DC.EXE if the appropriate option is specified.
