Power board Reg 3 cooling

Hello, does anyone know why some of the power boards have Reg 3 bolted down but most don't?
I would have thought that Reg 3 needed cooling as much as the others?
Is there any ex-Dragon Data people who might be able to shed some light on this?

I don't know for sure, but it was probably done in error. Reg 3 runs quite cool during normal operation in a Dragon.
