I have been running xroar under various versions of Windows. I've always put the ROM files in the same directory as the rest of the xroar distribution. Works like a charm for me. The ROMs have been put in the location "C:\Documents and Settings\USERNAME\ApplicationData\XRoar\roms, where USERNAME is my Username, as recommended in the Xroar manual.
