0.5 volts sounds very little, but please note that the transformer output is AC so if you are measuring with a multimeter set to DC that might be what you'll see. If you have a UK mains plug, the fuse is in the plug itself. There is no fuse inside the Dragon. If the Dragon is OK (at least power-wise...

BTW utz, if you add "end $0F00" to the end of your assembly program, lwtools will insert it as entry point in the (DECB) .bin file. My Dragon got a bit confused after executing $0000

I normally use 64-bit Linux, but also have 32-bit to test on (and multi-arch libraries to make it run on 64-bit anyway).
