So how are you reading the EEPROM as a matter of interest ? The super lazy way... From memory (Cartridge -> ROM): !CTS (pin 32) is connected to the ROM's chip enable. Another thing to check (if you have not already), that I have seen cause a similar fault is the connection between DA0 on the VDG (Pin 22) and DA0 on the SAM (Pin 8).
